Decía Fernando Savater en su célebre Política para Amador que, para nosotros los humanos, la muerte no resulta exclusivamente un accidente biológico, "sino el símbolo decisivo de nuestro destino, a la sombra del cual y contra el cual edificamos la complejidad soñadora de nuestra vida". ¿Qué quiso expresar muy concretamente el filósofo español con este aserto? Que, como buenos seres vivos, racionales y meditabundos que somos, una vez adquirimos consciencia sobre la muerte, el temor suscitado nos condiciona desde tan tempranas etapas de nuestra existencia, como especie, hasta llegar a incentivar en nosotros la íntima imperiosidad de sobrevivir. Semejante es la razón cual sella la manufactura de aquel gran artificio humano bautizado por nosotros mismos como sociedad. ¿Por qué? Sencillamente, porque el colectivo facilita al individuo un margen de protección que por sí solo no pudiese alcanzar.

The purpose of the study was to provide law enforcement officers with the necessary information regarding the use of firearms in police procedures that result in deaths or injuries. This knowledge is essential to ensure that police actions are conducted within the legal framework and in compliance with the principles of progressive and rational use of force. The research is based on a qualitative approach, involving the review of relevant information and judicial decisions related to the use of lethal force in police procedures. The study concludes that police actions should be protected by the State. To achieve this, it is recommended that in cases where the use of force results in deaths or injuries, the immediate filing of charges should be avoided until a thorough investigation has been conducted to determine whether the action adhered to the principles of progressive, proportional, and rational use of force.

The general objective of this study is to evaluate the impact of the Inter- American Commission of Women (CIM) on the formulation, implementation, and effectiveness of public policies with a gender perspective in the Americas, analyzing its contribution to intercultural dialogue and the promotion of substantive equality in diverse cultural contexts. The research adopts a qualitative approach based on the documentary review of reports, international conventions, and relevant academic literature. A critical analysis of theoretical perspectives proposed by authors such as Amartya Sen, Luigi Ferrajoli, and Martha Nussbaum is conducted, complemented by an intersectional approach to identify patterns of exclusion and discrimination. The findings suggest that in a regional context marked by structural inequalities and cultural resistance, the work of the CIM stands out as a crucial effort to advance gender equality. However, to maximize its impact, it is essential for member states to strengthen their commitment to the effective implementation of the policies promoted by the CIM. This requires sufficient resources, political will, and an approach that combines cultural sensitivity with firmness in the defense of universal rights. The CIM still has a long way to go, but its contribution to building more just and equitable societies serves as a reminder that change, although slow, is inevitable when pursued with persistence and transformative vision.

The results highlight that political rights are more than mechanisms for electoral participation; they are the concrete expression of autonomy and the intrinsic value of each person, facilitating the construction of an inclusive and equitable political environment. Furthermore, the importance of dialogue and consensus, as proposed by Habermas, is underscored to ensure that political decisions reflect collective will and strengthen democratic principles. In conclusion, human dignity not only underpins political rights but also materializes through them, promoting more just and cohesive societies. The study emphasizes the need for joint commitment from institutions, citizens, and the international community to protect and strengthen these rights, ensuring their full exercise within a democratic order based on equality and mutual respect

La herencia de lo político en América Latina: una reflexión crítica

América Latina constituye una región de fuertes contrastes en todo su esplendor, a pesar de contar con abundantes recursos naturales es considerada una de las regiones más desiguales y en vías de desarrollo del mundo (BID, 2020, p. 23), este hecho no puede ser explicado desde un punto de vista reductivo de los diferentes factores que inciden en el desarrollo de un conjunto de países, entendiendo que una situación y un comportamiento social tal puede tener causas multifactoriales de carácter histórico que no deben ser relegadas a un mero aspecto complementario, sino que deberían ser tratadas como los temas centrales de la discusión sobre la desigualdad en América Latina, a fin de determinar una solución plausible para este problema.
